Armor tests were done with plates sloped at 30 degrees. Presuming this is 30 degrees from vertical, the 76mm M1A2 penetrates about 88mm of unsloped armor at 2000m.

T-34
HVAP ammunition was pretty nasty stuff. If the 76 mm M1A2 could've been on par with the T34's 85mm with both firing regular ammunition, 76mm HVAP would have surpassed it for sure.

Panzer IV
Considering the 76mm M1 appears to be a bit more than equal with the 7.5 cm L/48, I see no reason to say M4's only began to achieve the same firepower.
