The International Communist League (ICL) is a multinational communist organization encompassing more than a dozen political parties and groups that espouse Marxist–Leninist–Maoist ideology, with particular affinity for the ideas of Shining Path leader Abimael Guzmán. [1]

Membership

The foundational document of the ICL is currently ratified and endorsed by 3 communist parties and 12 pre-party formations. [2]

History

Maoist global organizations have previously existed, such as the Revolutionary Internationalist Movement (RIM) and the International Conference of Marxist–Leninist Parties and Organizations (ICMLPO), both somewhat declining by the 2010s. [3] During this same decade, numerous Gonzalo-adjacent organizations began springing up in Europe and Latin America.

In January 2022, communications were published on a Dutch Maoist blog, Communist International, expressing interest between multiple parties for a "Unified Maoist International Conference (UMIC)." In December 2022, it was declared that the conference resulted in the creation of a new International Communist League. [2]

Reception

Analysis of the ICL by some of the older Maoist movement has held sharp criticism. Statements from the Communist Party of India (Maoist) [4] and the Communist Party of the Philippines [5] express disagreements in ideological positioning, such as universal people's war, emphasis on Chairman Gonzalo, and an alleged premature desire for a new international organization.

Numerous other smaller Marxist-Leninist-Maoist formations have also levied criticism towards the ICL.

  • Construction Committee of the Maoist Communist Party of Galicia [7]
  • Revolutionary Communists, a Norwegian organization [8]
  • Communist Workers’ Union (MLM), a Colombian organization [9]
  • Maoist Communist Union, an American organization [10]

In January 2024, several Maoist organizations in the US endorsed support for the ICL during an event hosted by Rising Tide Columbus, an Ohio-based political youth group. [11] [12]

The British 'Red-Flag News' Maoist grouping has expressed support for the ICL, even republishing its statements. [13]
