Arthur Khachatryan ( arm. Խաչատրյան Արթուր Մանվելովիչ; born January 27, 1985, Petropavlovsk-Kamchatsky, RSFSR, USSR) is a public personality, diplomat, and politician of Armenian origin, President of the International Association of Experts of Public Diplomacy (IAEPD) ^{[1] [2]}.

Biography

Early years and education

Khachatryan was born on January 27, 1985 in Petropavlovsk-Kamchatsky. In 2007, he graduated from the All-Russian Academy of Foreign Trade, majoring in jurisprudence. Then he completed his postgraduate studies at the Institute of Philosophy, Sociology and Law of the National Academy of Sciences of the Republic of Armenia. Has an academic degree of PhD. In 2019, he graduated from the Moscow State University.

Professional activity

Support for the Armenian community in the Kamchatka region of Russia

In 2015, he was elected Chairman of the regional branch of the “Union of Armenians of Russia” that opened in the Kamchatka region and held this position until 2023 ^[3].

In 2015, on his initiative, a monument to the 100th anniversary of the victims of the Armenian Genocide in the Ottoman Empire of 1915 was erected in the city of Petropavlovsk-Kamchatsky on the territory of the Orthodox Church of Peter and Paul.

In 2016, he initiated the conclusion of a memorandum on establishing sister city status between the cities of Petropavlovsk-Kamchatsky and Gyumri ^[4]. In 2019, he organized the first working visit in the history of the establishment of diplomatic relations between Russia and Armenia by the Ambassador of Armenia to Russia Vardan Toganyan to the Kamchatka region.

Khachatryan conducted a number of events to popularize the Armenian language, education, culture and history in the Kamchatka region. He opened a Sunday school to study the Armenian language, culture and history. In 2016, he signed a memorandum of cooperation between the “Union of Armenians of Russia” of the Kamchatka region and the branch of Moscow State University in Yerevan in the development of education and the allocation of quotas for Kamchatka school graduates wishing to continue their studies in Armenia.

Since 2018, he is the representative of the International Foundation in Memory of Arno Babajanyan in the Kamchatka region. As part of his activities, he initiated the naming of a transoceanic tanker in Vladivostok after Arno Babajanyan (the ceremony was attended by the Ambassador of Armenia to Moscow Vardan Toganyan) ^{[5] [6] [7]}.

Diplomatic and public activities

From 2016 to 2022, he held the position of Advisor to the Ambassador Extraordinary and Plenipotentiary of Armenia to Russia. During his activities, he continued to work on issues of the Armenian diaspora in Russia and the Kamchatka region, earning the commemorative Lazarev Medal of the Armenian Embassy in Russia.

In 2020, he was appointed to the position of Vice-President of the BRICS International Forum of India, an organization within the BRICS structure that is engaged in the development of interpersonal contacts between citizens of the countries that are members of the organization.

In 2021 he became an Ambassador of Peace for the Universal Peace Federation (UPF). ^[8]

In his public activities, he focuses on the development of cultural and humanitarian ties between citizens and members of the diplomatic corps ^[9]. He also promotes the popularization of Armenian culture and develops “musical diplomacy”. He conducted a number of events to popularize the works of Armenian composers Arno Babajanyan and David Mnatsakanyan.

In 2024, he was elected President of the International Association of Public Diplomacy Experts (IAEPD), within which he promotes the development of innovative approaches to public diplomacy in Russia and abroad ^[10].
