The 2023–24 Liga IV was the 82nd season of the
Liga IV, the fourth tier of the
Romanian football league system. The champions of each county association played against one from a neighboring county in a play-off to gain promotion to
2024–25 Liga III.
The counties were divided into seven regions, each consisting of six counties and the draw was made on 6 February 2024.[1]

Championship play-off
The first two teams from each series of the regular season will meet twice (six matches per team). The teams start the championship play-off with the records from the regular season accumulated with the teams ranked 1-9. In the play-off participate only teams that have legal personality and hold C.I.S.(Certificate of Sports Identity) issued by the Ministry of Youth and Sport and teams with at least one group of children and juniors (U19, U17, U15, U13, U11).[10]
The regular season played in a double
round-robin tournament over two series, followed by championship play-off with 8 teams (the first four ranked in each series will start from scratch) and the relegation play-out (with two series and the teams maintaining points accumulated in the first stage).[13]

Championship play-off played in a single
round-robin tournament between the best four teams of the regular season. Depending on the place occupied in the regular season, the teams started the play-off with the following points: 1st place – 3 points, 2nd place – 2 points, 3rd place – 1 point, 4th place – 0 points. All matches were played at
Romprim Stadium in
Bucharest on 18, 25 May and 1 June 2024.[29]
The regular season was played in a single
round-robin tournament. The first eight teams were qualify to championship play-off and the last seven teams in the championship play-out. Teams start the play-off and play-out with all the points accumulated the regular season and no other records carried over from the regular season.[31]

Relegation play-out
The 14th and 15th-placed teams of the Liga IV faces the 2nd-placed teams of the two series of Liga V Dâmbovița – County. The matches were played on 16 and 25 June 2024.

Vitis Șuletea was spared from relegation due to the promotion of CSM Vaslui in Liga III.
Sporting Juniorul Vaslui (Seria III winners, 3rd in play-off) and Viitorul Rebricea (Seria II runners-up, 4th in play-off) were admitted in place of the withdrawn teams, Viitorul Vetrișoaia and Atletic Bârlad.

Relegation play-out
The 9th and 10th-placed teams of the Liga IV faces the 3rd and 4th-placed team of the Liga V Vaslui – County play-off. The matches was played on 16 June, the 1st leg and 21-23 June 2024, the 2nd leg.
The championship consists of a regular season played in a single
round-robin tournament, followed by the play-offs. The championship play-offs will be played in a double round-robin tournament between the top six teams ranked in the regular season, and the teams will start with all accumulated points. Teams that do not enter at least one team in the junior championships will not be able to play in the play-offs. The bottom nine ranked teams in the regular season will play in the fifth league.[103]

Vitis Șuletea was spared from relegation due to the promotion of CSM Vaslui in Liga III.
Sporting Juniorul Vaslui (Seria III winners, 3rd in play-off) and Viitorul Rebricea (Seria II runners-up, 4th in play-off) were admitted in place of the withdrawn teams, Viitorul Vetrișoaia and Atletic Bârlad.

Relegation play-out
The 9th and 10th-placed teams of the Liga IV faces the 3rd and 4th-placed team of the Liga V Vaslui – County play-off. The matches was played on 16 June, the 1st leg and 21-23 June 2024, the 2nd leg.
The championship consists of a regular season played in a single
round-robin tournament, followed by the play-offs. The championship play-offs will be played in a double round-robin tournament between the top six teams ranked in the regular season, and the teams will start with all accumulated points. Teams that do not enter at least one team in the junior championships will not be able to play in the play-offs. The bottom nine ranked teams in the regular season will play in the fifth league.[103]
