Xıllı (also, Khilly and Yukhary-Khylly) is a municipality in the Neftchala Rayon of Azerbaijan.[ citation needed] It has a population of 3,941.
The councillor Ibad Alakbarov played a major role in Khilly's development during the period of World War II. [2] He also worked as director of the Department of education from 1939 to 1944. [2] The village received municipality status in 1953.[ citation needed]
