Project banner on Category talk pages

Why don't these categories generally carry the project banner on their Talk pages? An hour ago there were about six with talk pages recently deleted, per this notice.

22:04, 7 April 2012 Stwalkerster (talk | contribs) deleted page Category talk:Fictional characters by year of introduction (G7: One author who has requested deletion or blanked the page)

I added a couple of them (two?) before recognizing the pattern and determining to ask questions here.

Beside any good reasons why a project should take responsibility for categories, the project banner informs visitors that the project exists. -- P64 ( talk) 19:35, 7 May 2012 (UTC) reply
