Don't you think they are pretty extreme? Anybody can just slap a {{ Happy Birthday}} on somebody's talkpage without being a member. Also, not have been blocked for three months? I propose that we get rid of the excessive exclamation marks on most of these lovely templates, for the sheer reason that it appears that we are yelling at them. GeorgeMoney contacted me, saying that our requirements are a little much. George is in favor of getting rid of the requirements all together.
I agree with George's idea the more I think of it. These new requirments will go into effect, but I will probably get rid of them in a few weeks. That way, anyone who wants to say "Happy Birthday" can.
