I don't see how that can be the case for a persistent, long term IP-hopper. This guy will never receive a single block for a duration of a year because he keeps switching IP addresses after a being blocked. I looked through closed investigated reports with similar situations. That didn't seem to be an issue and was given the impression that it wouldn't be. The longest this user's been blocked before switching IPs is a month.
