This proxy is not open; it's one of the caching proxies that Telkom South Africa (SAIX) forces on its customers, which include virtually all dial-up and DSL internet users in South Africa. Hard-blocking this proxy has the effect of intermittently preventing the majority of South African editors from editing. I've tested with a non-SAIX internet account, and the proxy correctly denied me access. I'd appreciate a quick resolution to this problem. Thanks, htonl ( talk) 07:58, 7 August 2009 (UTC)
