Karsan Chanda was topic banned by Bishonen from India-Pakistan-Afghanistan topic area on Apr 25. On Apr 28 Bishonen reminded them not to violate their topic-ban. The next day the Kingdom of Khoh account was created and began heavily editing Khoh, an article Karsan Chanda had created and had been the sole editor of till then. Almost all of Kingdom of Khoh's subsequent edits have been to articles previously edited by Karsan Chanda. Also same POV, which is promotion of the Meena community and its supposed royal history... and the politician Kirodi Lal Meena.
See also this weirdness on Jun 30: Karsan Chanda added a link to the (non-existent article) Eastern Rajasthan Canal Project on their userpage on 8:06am UTC; Kingdom of Koh created the article Eastern Rajasthan Canal Project, 7 minutes later.

- Behavioral evidence is very strong. The timing mentioned by Abecedare, the Eastern Rajasthan link issue, the almost single minded focus on the Meenas. Add to Abecedare's evidence this odd comment (for a new user) addressed to me and a sock does look likely.
