Yes, it does; it is no coincidence that there is basically only one major Wikimedia project that takes such a hard line on attribution ... that is: the German Wikipedia. In every edit box here it says: "You agree that a hyperlink or URL is sufficient attribution under the Creative Commons license."; a wikilink is given by your edit summary and attribution can also be given by {{
copied}} on the talk page. Importation of edits is not mandatory here, per

Hanna Vietze: The English Wikipedia has quite a different attitude towards conflict of interest from the German one. I'd be OK with doing an import if an experienced user (on any Wikipedia edition) who was fluent in German were to translate the page and take responsibility for it. Making several dozen edits outside of the subject area of this import request. There are many, many tasks on Wikipedia besides translating articles. I honestly don't think that'd help too much here; the conflict of interest editing around this subject is a huge red flag.
