Upon closer inspection, it looks like, assuming one of these accounts is in fact a sock, the editor had actually avoided a 3RR violation by an hour.
You can see from the comments left by both accounts in edit summaries and also on Talk:Japan and Talk:Hibari Misora that their grammar is very similiar. But this may be a non-issue after all.
