Wikipedia:WikiProject User Help
This WikiProject seems to be aimed more heavily at userboxen creation and userpage design. We have a whole other wikiproject for that. As for the "helping of new users", that can easily be done by watchlisting WP:HD, WP:NUH, etc. It's just attempting to emulate an existing project in the "mission statement", but is emulating another in the way it operates.
