The kitten background is a common stock image
[1], which I think is free for any use (see also
Every time you masturbate… God kills a kitten). The addition of the text might be copyrightable though, and the image is unencyclopedic in any case. —

Common use does not eradicate copyright protection. We would still need a source and a license for the background.

Every time you masturbate… God kills a kitten, and the article doesn't seem to say that exactly. —

Keep. This image wasn't made by a Wikipedian for decorative purposes; it appears (at least, used to appear) on the official Python website to illustrate the "batteries included" philosophy. The image is therefore, when used in the Wikipedia article, an informative illustration of Python culture and the language's branding.
