Goodyear Airdock article. The article is the same in concept, but not identically the same. Furthermore, the site that the user cites as the source does not have this image.

Jesus[1]. The user has been permabanned. Besides that, I see little warrant to believe that the GFDL-self license is accurate. I wouldn't argue with speedy delete as pure vandalism.-

Well, there's no source ... so it really could just be speedied.
http://www.scottish.parliament.uk/msp/membersPages/shona_robison/index.htm has the same photo in a lower resolution, so it's probably reasonable to assume that they are the source. I don't really think it can be considered free use if any restrictions are placed on it. Still, you're probably right that it would fall into fair use ... the tag just needs to be changed ...
