The article is the same in concept, but not identically the same. Furthermore, the site that the user cites as the source does not have this image. No source is given so alternate permission cannot be sought.     • Well, there's no source ... so it really could just be speedied. http://www.scottish.parliament.uk/msp/membersPages/shona_robison/index.htm has the same photo in a lower resolution, so it's probably reasonable to assume that they are the source. I don't really think it can be considered free use if any restrictions are placed on it. Still, you're probably right that it would fall into fair use ... the tag just needs to be changed ...
