The result of the discussion was: Keep - NFCC#1 is a longstanding tradition that we don't allow non-free images of living individuals or bands - except in unusual circumstances. An incarcerated individual is such an unusual circumstance. Compare with my previous close at this image. [1] If you disagree with this assessment, you are of course welcome to take it up as a policy at WT:NFC or WP:DRV. As for the argument for NFC#UUI 7, this policy exists for professional organizations who vigorously claim copyright on their photographs (such that other newspapers can't even display them without a very compelling reason) - not for photographs that were released in a press-kit whose main purpose is its dissemination. Explanation of why the photo doesn't meet NFCC: Wikipedia:Non-free content#Images_2 " Pictures of people still alive, groups still active, and buildings still standing; provided that taking a new free picture as a replacement (which is almost always considered possible) would serve the same encyclopedic purpose as the non-free image.
