The Phase Master: September 2015 wasn't that long ago. And no, it's not merely time that makes an account eligible for usurpation or not, but about the significance of their edits. If all the edits were 1) Immediately reverted, 2) All deleted, or 3) Only made in userspace that can be deleted, then the account may be eligible for usurpation. I don't believe this is the case here, sadly. You can ask the user to see if they're willing to consent to the usurpation, but if they decline or don't respond, we can't proceed. —

Lobak644. As such Ai zuru no longer exists and cannot be renamed. Also renames take up server space and are not done lightly. We do not rename repeatedly. Cyberpower678: can you please modify the bot's handling of usernames that are taken. If there are attachments with edits other than enwiki, it should say "This username is reserved for a global account. Requests for usurpation of global usernames with significant attachments on other projects must be made at
meta:Steward requests/Username changes." Otherwise it can do the current usurpation check. –
