Jayabharat: Yes, but that was done automatically due to a SUL conflict. The "Deadrat" account, locally registered on the English Wikipedia, collided with an account of the same name on zh.wikipedia.org. The zhwiki account won the rights to the SUL, and the Deadrat account on the English Wikipedia was renamed to "Deadrat~enwiki" in order to resolve the conflict. That, however, doesn't change the fact that the Deadrat account on zhwiki is still registered, and as they own the SUL, we can't rename you to that username. —
