Nominator's rationale: This is, basically, a little used user category. When I ran into it, I thought about appending it to hundreds of former administrators' user pages but I think that it should be a self-chosen category and not imposed by another editor. But it is not being utilized except for one former administrator so I don't think it is serving a purpose and that is unlikely to change. Besides we have
Wikipedia:Former administrators which has much more detailed information for any editor who wants to inquire about the status of former administrators and it is a well-maintained series of pages.
At first I thought I'd go to

Funnily enough I didn't know
Wikipedia:Former administrators existed until just now. We often delete pages instead of categories as the latter are often more accessible. It could be seen as a pejorative I guess so could imagine the reticence of many to use it. I really could go either way. My slight preference is to weak keep but could understand if deleted.

Delete for now, with just one member this category is pointless. No objection to recreation if and when someone is prepared to fully populate the category. In that case the category may well be re-established as
Category:Former Wikipedia administrators rather than under its current name.
