Delete. Only claim to notability is page about him on Jahad-Daneshgahi-Mashhad website. That is way below the standards of notability. Didn't find anything on Google to support notability.

Delete The article should rely on reliable, third-party published sources with a reputation for fact-checking and accuracy. The article seems to be a self promotion, not notable.--
