Currently, this is called by a URL parameter in Wikipedia:Wikipedia Signpost/Templates/Signpost-article-comments-end (and maybe elsewhere, I'm not sure). That template gives this URL for adding a new comment if the article's talk page doesn't exist:
https://en.wikipedia.org/?editintro=Wikipedia:Wikipedia_Signpost/Templates/Comment-editnotice&title={{TALKPAGENAMEE}}&action=edit&preload=Wikipedia:Signpost/Templates/Signpost-article-comments-end/preload
