Hello, after finding 1,496 articles in Wikipedia that came up for "Compliance Software", I would like to propose this stub. Perhaps "Tax" could be a sub-category later on, or compliance by governing body (by nation, by state, etc.). Is this also where to propose copy for the stub?

In addition, upmerged templates would be created for other countries, initially feeding into the existing category. If any of these templates should achieve sixty transclusions, then a category will be proposed under criterion S1. I am undecided as to whether a threshold for creation of such templates should be set, and if so at what level. I would suggest a minimum of somewhere between five and fifteen spacecraft for a template, with my personal preference being ten. An alternative would be to create templates for every country that qualifies with not threshold. If no consensus has been reached on a threshold within the normal lifespan of this proposal, (ie five days), then I will create templates for the highest threshold that is under consideration, whatever that may be. If no comments are made on the level of the threshold then I will set it at ten spacecraft. This table shows the templates which would be created under each of the thresholds:
If a threshold is set then countries below the threshold will continue to use the existing template. Once the threshold is reached then they will be re-proposed under criterion S2. Okay, that's had five days. Since there were no objections I'm creating the categories, and templates with a threshold of five articles. Since the anon was the only person to suggest a different title for the China stub template, and others supported the proposal as it was, and since both "China" and "PRChina" are used by existing stubs, I will use the form included in the original proposal, with a redirect at the alternative title. I'm still trying to get a handle on why this category is so large. Based on work I've done to categorize all the articles in the main
Category:moths, I'd like to propose a few new splits.
The next few here would be bridging categories. While they would not have the 60 article limit on their own, they will be parent to existing stub categories.
These last several would only be upmerge templates for now:
