Feels like it. Looks like he is using an open proxy to edit NPOV page.

Agreed. He is also using this to edit WP:AN/I, discussing a history with you in such detail as to make claims that this is not a sockpuppet exceedingly implausibile. Antelan 02:56, 13 July 2008 (UTC) reply

This edit has to be from a sockpuppet. Detailed accusations going back 6 months, a huge grudge against one editor, multiple accusations.
