Definitely not a brand new user as per their article creation style. Lima395's first edit was to create their user page and then posted Draft:R.J. Fried in one go including cats and the stub tag. The article was previously deleted under G5 but I'm unable to find the original creator. He also recreated Atif Afzal (composer) which was previously created by the master under Atif Afzal. According to the user contributions, both Safaque and AAComposer seem to know a lot about Atif Afzal, who is not very well known by the public. Safaque was initially blocked for promoting this article as advertising.
