As noted above, the user has also tried to create accounts via WP:ACC. It's likely that Akash199mishra is not this spammer's oldest account, and based on logs of past checks they are  Possible to Wikipedia:Sockpuppet investigations/RiffFinch, but I don't believe at this time that the behaviour is similar enough to establish a connection between the two cases.
