- The same image was deleted per
Wikipedia:Possibly unfree files/2014 September 8#File:Izzat Ibrahim al-Douri.png, when it was uploaded with the date as "Exact date unknown, believed to have been from the early 1990's up to 2003". The same uploader has now uploaded it with a date of 1998 but this was not specified by the source

January ( talk) 11:17, 2 October 2014 (UTC) - While I do admit to using the date 1998, It was only due to the fact that in the image the emblem of the individual portrayed shows the ranking of a general in the Iraqi military [2] see, [3], whereas he is now a Field Marshal as of 2001-2002 I do believe [4] so I thought it as good as a guess as any. Secondly, the image is in the public-domain in the United States as the image was created by an Iraqi and either published in Iraq before it was in the U.S, or it was first published by the U.S Department of Defense a branch of the U.S Federal Government, in which case it is in the PD anyway. Thirdly, the image doesn't seem to possess any original copyright on it, and I have combed through the internet trying to find an original photographer/author and have found nothing, so I assume it's from a government source such as the then state owned Iraqi News Agency. I could use the template {{ PD-USonly}} or {{ PD-URAA}} so as to make sure that it isn't uploaded to commons, but there is no doubt this image is in the public domain in the United States. If for some strange reason, this image needs to be deleted entirely (I don't know why it would come to that, it is clearly permissible as a PD image in the U.S), an image which is from the Iraqi News Agency, and therefore in the PD in both Iraq and the U.S is here [5] which could be used as an alternative. On another note, becuase I have requested for this Wikipedia account and my IP to be blocked for three months, I will not be able to take part in any further discussion on this issue. - Delete Missing evidence that the image was first published in Iraq, that the author was an Iraqi citizen and that the author was a resident in Iraq. If it was first published by the U.S. government, then the image is copyrighted, unless the photographer was an employee of the U.S. government. Also, per Wikipedia talk:Copyrights/Archive 14#RfC: What to do with respect to the copyright of countries with which the US does not have copyright relations?, the uploader is required to prove that the image is in the public domain in Iraq if the image was first published there, and such evidence has not been provided. -- Stefan2 ( talk) 16:24, 2 October 2014 (UTC)
