This WikiProject was recently created (January of this year) by an editor who was blocked a few months later. This is a DOA project and it doesn't seem to have been started with the instructions at Wikipedia:WikiProject Council/Guide#Creating a WikiProject, specially, and the most important one, actually finding people that want to work on it.
