Unused sandbox for more than four years, tests involving protection could be done in user space or on test.wikipedia.org or on one of the X1-X20 templates.

Keep- An unused sandbox is harmless, and might be used as a sandbox in the future.

They could have been done in user space or on test.wikipedia.org or on one of the X1-X20 templates, but they were not. So what? No prohibition on pages for valid tests in projectspace. Keep.—

Keep: People don't necessarily have the same permissions on testwiki as enwiki, nor the ability to add protection to their userpages. The X1-X20 templates all have full move protection and no edit protection.
