Wikipedia is not a soapbox; Wikipedia is not a memorial, and Wikipedia is not your free hosting service. This violates
WP:NOT three ways, and contains attack language against the
WMO too (but it's only a sentence or two, so it's probably not speediable). No reason to allow nonsense like this to stay on Wikipedia. Strong delete. –

Keep. While
the userpage policy states that we cannot have extensive non-Wikipedia-related discussion, this seems to fall well short of extensive (which that policy elsewhere describes as "more than a couple of pages"). I guess that takes care of the
not a free web host thing. WP:NOT doesn't currently include anything about memorials, and in any case that The memorials clause doesn't seem terribly relevant to a short rant in userspace.
WP:NOT a soapbox applies specifically to articles and "encyclopedic content," which this is not and does not pretend to be. --

Aha, don't know how I missed that the first time. But it still doesn't seem terribly relevant, since this is a) within the limits set by
userpage policy, and b) not so much a memorial as a rant... In any case, as I read it, the point of the not-a-memorial policy is primarily to exclude articles on non-notable dead people. I don't think there's any question that the subject of this rant is amply encyclopedic, although since this isn't an encyclopedic page that's probably immaterial. --

Did you read the bottom? "Fuck WMO; those whining bureaucrats. They don't respect the dead unless they're overflowing with money to spend on advance warning systems. They don't give a fuck about Haiti or it's poverty.... fuck those stupid fucking desk rats..." it's not just a memorial.

Weak Delete. It's in a small part of the userspace (as in not on his main page). Sure, it's soapboxy, but very few will read it where it is. Doesn't hurt anyone too much, but better to get rid of it I guess. This one was a hard one though. --
