The information seems notable and accurate; I'm not familiar enough with the Creationism articles to say where this information belongs, but it should be Merged there.

If all the information is present, it makes more sense to set up a redirect from that page to
Hindu views on evolution. It might be a stale draft, but I like to err on the side of caution (that the user might come back to work on the article) and setting up a redirect (or even a soft redirect) serves to preserve the history if necessary and keep us from serving as a Web Host.

The normal purpose of a redirect is to guide readers from a search term to a related article. I can't understand what the purpose of a redirect would be in this case. Readers aren't going to be searching for User:Dark Laughter because they want information about
Hindu views on evolution. Dark Laughter has been inactive for nearly two years. Possibly he might one day return to work on that article, but his user page contains no useful information that is not already in the article, so nothing seems to be achieved by keeping it in any form.
