Inappropriate use of user space. Appears to be some type of translation of an English-language article into another language. Possibly appropriate for another site, but not for the English Wikipedia. Bringing here as
speedy deletion was declined. --

Keep - This deletion proposal appears to me to be a solution seeking a problem; If this user is working on a translation in their userspace, it's at least tangentially related to this project, as well as a sister project. --

Keep Per those above, this seems to have been a
good faith in progress attempt to perform a translation. There's no need to delete userpages of inactive users, when the pages don't violate any Wikipedia policies and the users aren't banned/blocked.
