Keep It's not a flagrant attempt to advertise himself, in fact it's a sourced article although the sources are primarily primary (ahem) so I'm not suggesting it be moved to mainspace. I cannot see that this violates any rules.

My interpretation of the rule that userspace "should not be used to indefinitely host pages that look like articles, old revisions, or deleted content, or your preferred version of disputed content" referred to alternate versions of mainspace articles, to prevent them turning up on Google and being mistaken for the real deal.

Delete (change of opinion after consideration) - Although I think my point re: usage is fair, the user in question has only made
six non-related mainspace contributions, and nothing in over two years. Given this ultra-low editing, the fact that userspace is a privilege and that there is doubt as to how appropriate the content is, I think it is reasonable to delete this page.
