Portal:Moscow

A portal on this topic isn't out of place - there are plenty of portals on major world cities - but this isn't a portal. It's a slightly edited copy of the lede of the article, and it's not even using a portal skeleton. With zero editing activity in over a month (and the author having made a total of five edits), the chances of this being expanded into an actual portal appear slim to zero.
