It's not clear whether this was actually supposed to be a portal or a WikiProject... the point's moot, though, as there's no substantial content on the page, and the sole author has been indefinitely blocked. With no maintainer and no content worth preserving, there isn't much point in keeping this around.

If anyone is interested in doing so, they are perfectly welcome to do so — deleting the current page should pose no obstacle to the portal's future recreation, as it isn't even a portal. Failing that, however, there's no point in preserving this in its present state.

Delete without prejudice towards re-creation. A suitable group of topics, sure, but the fact remains that this is not a portal.
User:TownDown apparently never managed to learn the difference between WikiProjects and portals before he was indefinitely blocked for sockpuppetry. This obviously doesn't meet any of our
portal guidelines. That said, if anyone wants to create a Mexican Empire portal or WikiProject in the future, I'd have no problem with it – provided that user understands the difference between the two.
