Keep and use the JPG version (32kb) rather than the png version (262kb) derived from it, unless some explanation can be given of the advantages of having a larger, slower loading file with no additional information of the same photo in png. --

Perhaps this could be moved into the impoverished gallery in Commons which has 4 photos of the modern town.

The image history indicates that it was uploaded by user:PRZ, who, as it happens, is Zimmerman, the subject of the photo. See Talk for the article. I'd suggest that there's no copyvio here and that it need not be deleted.
