The article contains many public domain images of the subject. While I appreciate that this photo is mentioned specifically in the article, we do not need it to show what he looked like, which is how it is currently used. This non-free BBC-produced promotional poster has been removed from Doctor Who (series 14) because the image does not explicitly promote the upcoming TV series with a textual release date. I've never seen that view expressed in policy, although I could have missed it. To me, an image of a TV show's main character, one that the entire show is named after, that was created/released to promote the upcoming TV season meets the NFUR criteria for use in the article linked above.
