This non-free image of Geri Halliwell in her Union Jack dress is credited to Harper's Bazaar but Harper's credits this as a Getty Image and indeed, it can be found here. The image is used in two articles. It is used in the "I popular culture" section of Union Jack where it is mentioned in a single sentence. And Halliwell's dress is just an example provided of the use the Union Jack in fashion. It's removal is not detrimental to the understanding to the topic of the Union Jack, and I expect that other images could be found to illustrate the flag's use in p[popular culture that are not from a commercial photo agency. I recommend the image be removed from the Union Jack article.
The images use in the Union Jack dress article is in the main infobox. The dress itself was purchased by the Hard Rock Cafe and put on display. The gallery in the article has File:Unionjackscia.png which is a freely licensed photo of the dress taken at a Hard Rock Cafe. Arguably, the free image of the display dress could take on the purpose visual identification. However, the notability of the dress is inextricably linked to Halliwell's appearance in it at the Brit Awards and that appearance is part of the sourced commentary in the article.
