Image is sourced to pexels.com which provides a license with quite abit of freedom for use but does not state a specific Creative Commons license. The uploader has stated CC-BY-SA 4.0 as the license but there is no such statement on the license page at pexels. The license does no require attribution, and although it does allow for commercial use, there are restrictions on the commercial use such as "Don't sell unaltered copies of a photo". This Flickr user is a blacklisted flickr user at Commons because their photos are mostly Smithsonian images, many of which are not actually public domain. (That does not mean, however, that NONE of their images are public domain.) For this particular photo, they credit "P D Photo by Debatosh Sengupta" (and that attribution is actually in the photo's EXIF data). But from googling, I think that's a misunderstanding - I believe that "P D" actually refers to the "Photo Division" - http://www.photodivision.gov.in - and this photo is actually copyrighted by the Indian Government Photo Division.
