There is no freedom of panorama for publically displayed 2D works of art in the United Kingdom per c:COM:FOP#United Kingdom, so the copyright status of the underlying work itself needs to be taken into account. While the copyright of the photo is held by the photographer, the same cannot be said for the wall-hanging shown in the photo so permission from the two artists who created it is needed. It's possible that licensing on the photo itself can be {{ self}}, but the wall-hanging most likely will need to be treated as {{ Non-free 2D art}}, unless it can be clearly shown to have been released under a free license or into the public domain by the artists who created it. The problem with converting it to non-free is that the way the file is being used as the primary means of identification in David Hockney and the use in List of people from Bradford would not satisfy WP:NFCC#1 and WP:NFCC#8 ( WP:NFLISTS), respectively. So, conversion to non-free only makes sense if the wall-hanging itself can be shown to have been the subject of sourced commentary and such content can be added to the Hockney article; otherwise, I suggest delete for the file. -- Marchjuly ( talk) 07:47, 6 May 2017 (UTC) reply

Non-free image of a work of art being used for decorative purposes in Dmitry Kustanovich, an article about the person who created it. Typically, non-free use would be acceptable as the primary means of identification in a stand-alone article about the work of art itself, but a much stronger non-free justification is required for other articles and other uses. This particular piece is not itself the subject of any sourced commentary within the article, so the context required by WP:NFCC#8 is lacking. Unless sourced content specifically discussing this painting is added to the article, this type of non-free use is not allowed per WP:NFCC. There is a gallery of freely licensed images from Commons whihc are more than sufficient for showing examples of the artist's work, so a non-free image is not needed per WP:FREER. -- Marchjuly ( talk) 14:19, 6 May 2017 (UTC) reply
