Clearly a derivative work that is copyrighted, so is thus non-free. Also, if the file was marked non-free, it would not meet WP:NFCC#8 in its currently placement in Nintendo Entertainment System since the file is not about the game illustrated on the cartridge. (If the purpose of this image is to illustrate a cartridge, a shot this close would need to have it label removed to blanked from the image to prevent copyright issues.) Also, the one article where placement of this image may meet WP:NFCC#8 is Indiana Jones and the Temple of Doom (NES video game), but the infobox in that article already has a proper image of the game's cover art.
