The result of the discussion was: Uploader assures that image is a scan, not a photograph. Scans do not have the same "sweat of the brow" approach and therefore gain no new rights. - This looks like a typical photograph. All photographs of coins need permission from the photographer. You might have noticed that lots of photographs of euro coins were removed from various articles recently because the uploaders forgot to ensure that permission was available from the photographers. --

- I think it would do this website some good to experience more pragmatism and less perfectionism about licenses. Nobody gets a copyright by scanning a copyrighted image, and fair use does not require securing permissions from the photographer. This is the encyclopedia that anyone can edit. Too much bureaucracy in the picture department, I have no doubt, encourages people to upload files with incorrect statements. If the site gets to that point, it ends up no better protected by its policies, while its articles become less informative because they are stripped of free and fair-use images.
