Support. The parent hierarchy is just "Moscow" but I agree that some additional clarification is desirable for these categories, and I can't think of a better wording. –

Wouldn't it be more precise to say mayors by municipality? But that applies to all countries of course.

Not really, because mayors of districts and regions are categorised separately. Also, the definition of
municipality seems to vary from country to country, which could be a problem.

FURTHER COMMENT: I notice the same "City=City or town" problem with several of the other by country parents (e.g.,
Category:Mayors by city in Australia is actually by city or town). Perhaps the whole tree needs a bit of a shake?

This is a bit of a tricky one. It's true that some of the contents here are towns rather than cities, but that isn't a uniquely New Zealand problem as it's also true of a lot of sibling categories in
Category:Mayors by city and country. To be fair, it's less likely that mayors of towns would be notable enough to warrant a dedicated "Mayors of [Specific Place]" for them than mayors of cities are, but it's not impossible, so some categories do actually exist for towns in more than just New Zealand. So I'm not opposed to this in principle, but in actual practice we should consider all of the categories in
Category:Mayors by city and country rather than just this one alone.
