I have been able to add parents after all, thanks to ingenious improvements in the templates made by
User:BrownHairedGirl following a hack by
User:Tom.Reding (see my talk page). This at least means there is no urgency to resolve the inconsistency. –

Keep as is. We should always match establishment categories with the used name for the article. The name itself can refer to either a city or the union territory, and we need to be clear which one we mean. This is similar to having
Category:1997 establishments in New York (state).

Keep -- The union territory consists of 4 districts or different parts of the Indian coast, all of which were once French colonies. One of these is
Puducherry itself. If we are to have a category covering the 4 districts it needs to disambiguator. The New York analogy is apposite.

Nominator's rationale: This is a rather underpopulated category. They are all in
Category:French Roman Catholic priests. I dont think running nationality and location categories side by side works. I think we are about to decide that bishops should be categorised by location - because they generally are fixed in a diocese. Priests are much more mobile, and I think its appropriate to categorise them by nationality. There are already plenty of categories for missionaries.

Comment There are large numbers of priests who are sent from their country of origin to another country to do their service. Categorizing these priests by where we worked, and treating them as a group makes sense. Thus I can see compelling reasons for
Category:Roman Catholic priests in El Salvador and
Category:Roman Catholic priests in India and
Category:Roman Catholic priests in China. I am not sure that we have enough articles to justify a group consideration in the case of France, but the trends of the last 40 years or more have involved large numbers of priests originating in the "global south" serving in both the US and Europe.

True. Many parishes in Catholic Ireland now depend on priests from "The Third World". Reversal of flow. So a hatnote explaining that France is the country in which they mainly spent their life & pastoral care?

This category only contains French priests who spent their whole working lives in France. It clearly duplicates
Category:French Roman Catholic priests. I do think we need to discuss the wider issues raised above, but this is not the ground on which to do it.

I think we are going to agree to categorise bishops primarily by the country of the diocese in which they operated, not by their individual nationality. Should the same principle apply to other clergy, or do we think their national origin is more important? Trying to do both leads to a lot of confusion. NB there are already some categories for missionaries and along the lines of
Category:Spanish Roman Catholic bishops in North America but I think we need to consider the the context of such migration has changed a lot over the last 500 years. What might have been really defining in 1520 looks rather different now.

Even though the
Order of Merit of the Free State of Saxony is a state-wide award for Saxon Germany, it feels very local: recipients include a children's dance instructor, the leader of a multiple sclerosis support group, the president of a garden club, and an entrepreneur who created a thousand jobs in the auto parts industry (
official list). Those all sound like great people but they don't have Wikipedia articles to categorize because they are non-notable.
The only article in the category is Czech Prime Minister
Václav Klaus who is not remotely defined by the award. There is a list of some other notable recipients right
here in the main article but most of those biographies don't even mention the award. -
