Nominator's rationale: per
WP:SMALLCAT: Languages are going extinct, and are projected to continue to go extinct, at a rate of approximately one every three months (4/ year)
[1] (also evidenced by these categories all containing <=4 articles), so decade categories are perfectly sufficient. Also, until very recently, it has also been common for languages to go extinct without more than an approximate date range, e.g. 5+ years, of the time of extinction being known, so yearly categories are too specific to retroactively populate accurately.
