There aren't any other county subcategories of
Category:People from Changsha though. I presume the counties are not well-populated enough to require diffusion by county for this city.

Marcocapelle: The reason there are no other county subcategories is because there is only one county that is administered by the Changsha prefectural city. A
prefectural city, in China, is a combined local administration unit which encompasses both a city and a surrounding prefecture. A person in the Changsha County category is from the surrounding rural or suburban area governed by the city administration, and not the city proper. A prefectural city is ranked above a county, so the ranking in the categorisation tree is appropriate. Hope that clears things up a bit —

Nizolan: Thanks for your explanation, but now I wonder whether city categories in China are meant for the cities proper or for the prefectural cities, and shouldn't the category names contain a disambiguator if they refer to the prefectural cities?

My understanding is that the city is defined as the prefectural city, so the category has to refer to the prefectural city. Unlike Changsha County, the city proper isn't a unit. For comparison, we don't distinguish, at either the article or category level, between Hong Kong and the Hong Kong SAR, Singapore and the Republic of Singapore, Paris and the Department of Paris, etc., even though those units often encompass a lot of rural land. The closest category in this case would be
Category:Districts of Changsha. —

Comment The Multan category has 10 articles, which is quite enough to keep. Sufism is a major division of Islam, and Pakistan is a very populous country. I suspect there will be room for populating the other three up to the normal minimum of 5 articles. I presume the nom is intended to be:
Support double upmerge for all. Ethnicity OR religion with local government is nondefining for individuals.
