This bit of
WP:FILMCAT has it written down - "A category for a director's films should be created even if they have only directed one film (irrespective of whether they are likely to direct more in the future), providing that the director already has an article". It's been that standard for

Nominator's rationale: Per recent discussion at
Wikipedia talk:WikiProject College football#Proposal to regionalize the pre-1956 NCAA football independents templates, NCAA membership prior to the creation of the University and College Divisions in 1956 and seems have had no functional or structural effect on competition, and appears to get little, if any, mention in primary or third-party sources, so it is therefore not defining to the constituent articles and subcategories. The "19XX NCAA college football season" categories should up up merged to "19XX college football season".
Peterkingiron, the term "
college football" refers specifically to American football played almost entirely in the United States and on a very limited scale in Canada. The parent cat for this subject is
Category:College football in the United States. Its subcats are inconsistent in their use of "in the United States". I'm not opposed to a general cleanup/adjustment of the category tree here in the near future. But that should not hold up this nomination right now.

This bit of
