The article about Lousiville is located at
Louisville, Kentucky, so first category should be renamed per your reasoning. In the case of Philadelphia, does it make sense for the main category and 99% of subcategories to use "CITY, STATE" and only one subcategory to use "CITY"? Without commenting on the general validity of either format ("CITY" or "CITY, STATE"), surely we can agree that a category tree should use one format consistently. -- Black Falcon(
