Approved. Sounds good. The only thing is I think the definition of the levels as you described above should be documented somewhere, namely the docs at
Template:Pending Changes backlog/doc,
Template:Pending Changes backlog-short/doc, and
Template:Pending Changes backlog-defcon/doc. To keep things
DRY, you could make a subpage for one of the docs, e.g.
Template:Pending Changes backlog/doc/levels, then transclude it in the other docs —
