Is it really necessary to have a page of a "shadow office" for which there has only ever been one shadow minister and there is no direct corresponding government minister, but obviously a link/line of sight to DWP? There is little to no mention about what the shadow minister actually does nor has it proven to have gotten WP:SIGCOV in the media, other than pointing out its existence and the Raynor's appointment.
