  • Delete. County prefect is not an "inherently" notable role under WP:NPOL #2, so the strongest notability claim here is the "considered to be the introducer of the Baháʼí Faith in Albania" thing — but that's not an "inherently" notable thing either, in the absence of much more than just one footnote about it. Per WP:WAX, the fact that there's an article on the Turkish Wikipedia also doesn't mean that one automatically has to exist in English too, particularly since it's not at all certain that the Turkish article (which is literally word for word the same article with the exact same single source) would pass the Turkish Wikipedia's inclusion criteria either. Since I only was able to view the work through snippet view, it's hard to be sure, but I am reasonably sure it devotes about a paragraph and a half to Capari. That is very borderline on whether or not it constitutes SIGCOV, but I'm willing to be lenient on that front because this is a historical figure who operated in a language other than English.   • Delete.
